Governments across Canada have also signed the Canadian Mutual Recognition Agreement on the Sale of Goods, making it easier for businesses to sell products across provincial and territorial borders. Building on this momentum, first ministers have agreed to work toward an agreement in principle on the model mutual recognition legislation. In practice, this means that governments would adopt common rules so that if a product can be sold, a service can be provided, or a worker is qualified in one province or territory, the same can be done in another province or territory by default.

Canada’s capital markets are strong, yet securities regulation remains fragmented across 13 provincial and territorial jurisdictions. This creates unnecessary costs, duplication, and uncertainty for outside investors. Ontario’s planned participation in Canada’s national securities regulatory passport system is an important step toward a more integrated national capital market, making it easier for businesses to raise capital across Canada and reach a broader base of investors.
