Budget 2026: Seniors and intergenerational fairness
The budget reviewed does not describe changes to age or pension credits or to benefit phase-out thresholds. Its senior-relevant measures are higher tax instalment thresholds, an intended merger of RRSP and RRIF rules, an expanded intergenerational farm and fishing rollover, and CPP delivery modernisation, alongside forecasts for inflation-indexed Old Age Security payments.
Retirement savings and tax administration
Instalment thresholds rise to $7,500 and the RRSP and RRIF would be merged.

Under the current $3,000 instalment threshold, an Ontario senior earning $40,000 from such sources would have to pay quarterly tax instalments of about $750 each throughout the year. Under the proposed $7,500 threshold, they would instead pay their $3,000 tax bill when they file their tax return the following year, reducing paperwork and stress.

Budget 2026 announces the government’s intention to merge the tax rules applicable to RRSPs and RRIFs, introducing an “RRSP-for-life.” This would eliminate the need to convert an RRSP to a RRIF at age 71. It would also allow a surviving spouse or partner to become a successor holder of an RRSP and simplify tax-free transfers to qualified survivors after the death of the account holder. This would not change minimum withdrawal requirements after age 71.
